qualified cultivator funding opportunity.

A brief outline we'll go through some
[49]
background on the Cannabis Restoration
[51]
grant program funding and then go over
[55]
some specifics of the solicitation,
[57]
and then I'll go over some details
[60]
on the application processes
[63]
And then finally, we'll go through
[65]
the questions and comments.

A quick background, the grants program
[72]
we are working on is provided through
[74]
the environmental restoration and
[75]
protection account pursuant to the
[77]
revenue and Taxation Code section.
[79]
聽34019(f)(2) and this dedicated
[82]
funding source is continuous
[84]
appropriation and has a focus for
[85]
the first five years of clean up,
[87]
remediation and restoration of
[89]
environmental damage and watersheds
[91]
affected by cannabis cultivation
[93]
and related activities and to
[95]
develop partnerships for this
[97]
purpose and that the department may.
[99]
Allocate these funds through a grant program.
[103]
Which brings us to the qualified
[106]
cultivator funding,
[107]
opportunity solicitation and this is
[110]
aimed at supporting environmental
[112]
sustainability and small scale cultivators.
[115]
First thing to point out is that
[117]
this is non competitive and back in
[119]
August we released a notification
[121]
for this funding opportunity for a
[124]
project consultation request and this
[126]
consultation is completely optional but
[129]
provides an opportunity for potential
[131]
applicants to meet with the cannabis
[133]
grant program and throw around any
[136]
project ideas and ask any questions.
[138]
This consultation period will be open
[141]
through roughly December of 2022,
[143]
which brings me to another big point
[146]
and that this opportunity will be
[148]
open for applying through April of
[151]
2023 with multiple approval cycles,
[154]
and we have set up tentative deadlines
[156]
and timeframes within the solicitation,
[159]
and I've posted them here on, on this slide,
[162]
but really,
[163]
Please note that these are subject to change.
[166]
This dependent on the number of
[168]
pre applications.
[169]
And full applications we
[171]
get through each cycle.
[173]
So in order to be considered for approval,
[176]
a potential applicant must first
[178]
submit a pre application and this
[181]
pre application is a Word document
[183]
and will be submitted to our
[185]
cannabis grant email address.
[187]
From there it will be reviewed and eligible.
[189]
Pre applications will be invited back
[191]
to submit a full application which will
[194]
be done in web grants and if applicant
[197]
is asked to provide a full application,
[201]
full applications must be submitted
[203]
at least two months in advance of
[205]
the desired approval timeframe
[207]
and as you can see,
[209]
a lot of these applications,
[210]
submissions and approval phases are
[213]
happening simultaneously.
[214]
So if one phase is missed or if the
[216]
project is not quite.
[217]
Ready the next approval cycle is
[219]
not too far off and I'll be going
[221]
over some more application details
[223]
a little later in the presentation.
[230]
Now I'll be highlighting some of
[232]
the specifics of the solicitation,
[234]
the available amount of funds
[236]
that is available is $6 million,
[239]
up to $6 million, and those eligible
[241]
to submit pre applications and then
[244]
the subsequent full application are
[246]
public agencies within California.
[248]
So this includes state to local agencies,
[251]
public universities and special districts.
[255]
Also, non profit organizations qualified
[257]
to do business in California under
[260]
section 501C and have the capacity to
[263]
meet the requirements of the solicitation
[265]
and the executed grant agreement.
[267]
And Please note this is not limited
[270]
to 501 C threes but just 501 CS.

And finally,
[274]
California Native American tribes,
[276]
as that term is defined in the public
[278]
Resource code section 21073.
[284]
We also have a geographical focus,
[286]
so funds under this solicitation are
[289]
available for projects statewide.
[291]
However, if a proposed project falls
[294]
within a cannabis priority watershed
[296]
as defined by the state Water Resources
[300]
Control Board in coordination with CDFW,
[302]
or is identified as a priority stream
[305]
in the California Water Action Plan,
[307]
they will receive higher scores during
[309]
the proposal evaluation process.
[319]
Applications may be considered under one or
[321]
both of the following project priorities,
[324]
so it's not mutual, mutually exclusive,
[327]
and the the project priorities are
[329]
the transition from a provisional to
[332]
annual license and eligible activities.
[334]
Under this project type include
[336]
cleanup remediation, restoration,
[338]
professional services,
[339]
consulting and infrastructure related
[342]
to clean up remediation and restoration.
[345]
Also, the other project priority is
[348]
supporting sustainable cannabis cultivation
[351]
practices and measures under this project,
[353]
priority should alleviate direct
[355]
and indirect environmental impacts
[357]
of cannabis cultivation and enhance
[359]
environmental stewardship activities
[361]
that may be eligible may include
[364]
sustainable water consumption,
[365]
sustainable waste management,
[367]
integrated pest and disease management,
[369]
erosion control or riparian protections.
[373]
We are also requiring and emphasizing Co.
[376]
Benefits where the applicant needs to
[379]
describe and measure quantitatively
[381]
or qualitatively,
[382]
how the project will provide Co
[384]
benefits to either habitat or species
[386]
conservation or the promotion of equity.
[393]
The next solicitation requirement
[395]
is that eligible applicants must
[397]
represent and the project must benefit
[399]
the following qualified cultivators
[401]
and this includes specialty,
[403]
cottage, outdoor specialty cottage,
[405]
mixed light, tier one specialty,
[408]
outdoor specialty, mixed light tier,
[411]
one small outdoor and small
[413]
mixed light tier one,
[414]
and with these classifications we're
[417]
really looking to support the small,
[419]
less than 10,000 square foot
[421]
of canopy, outdoor grow.
[423]
Or the use of less than six watts of
[425]
artificial light per square foot.
[427]
And another thing to mention is
[429]
that cultivators with ownership or
[431]
financial interests between 10,000
[433]
to 20,000 square feet of total
[435]
canopy may still qualify to be
[437]
represented under this solicitation,
[438]
but we'll review those on a case
[441]
by case basis and our main target.
[443]
Cultivator is less than 10,000
[445]
square feet of canopy.
[453]
Next up are the project categories and
[456]
proposals may only include one project
[458]
category and so we have planning which
[460]
will provide funding for activities
[462]
that will lead to specific on the
[465]
ground implementation projects.
[467]
We also have a new project category
[469]
that includes elements of both
[471]
planning and implementation,
[472]
and so this project category allows for
[474]
funds to be used for planning efforts
[477]
directly linked to an implementation
[479]
project that is implemented and completed
[481]
within the grant agreement term,
[483]
and this category is a little tricky in
[486]
the sense that applicants must make the
[489]
reviewers confident that legal permitting,
[491]
engineering and other requirements
[493]
and the implementation or
[495]
construction portion of the project.
[497]
Will occur within the grant agreement term.
[500]
We then have implementation only,
[503]
which is to fund construction and monitoring.
[505]
A shovel ready restoration
[507]
enhancement projects and applicants
[509]
must demonstrate CEQA compliance and
[512]
submit 65% or higher design plans.
[514]
Basis of design report and technical studies.
[523]
So those are some of the important
[525]
highlights of the solicitation,
[526]
and now I'll be going over some of the
[529]
details of the application processes
[532]
as I said before, eligible entities
[534]
must first submit a pre application.
[537]
This is mandatory and the pre application
[539]
is a five page Word document that will
[542]
need to be submitted to our CRGP email.
[545]
And some of the information that
[547]
we were looking for pertains
[548]
to applicant information,
[550]
project location and some details
[552]
to the applicability to the various
[554]
priorities that I talked about earlier.
[557]
And some of the initial details also on
[559]
the qualified cultivator being represented,
[561]
land ownership,
[563]
environmental compliance permitting,
[565]
engineering,
[565]
and some budget estimates and cost
[568]
share if that information is available.
[571]
And once the pre applications
[573]
are submitted it will go through
[575]
an internal review and if it is
[577]
determined as a viable project and
[580]
applicable to the funding opportunity,
[582]
the applicants will be invited
[584]
to the full application phase.
[586]
And one thing to note is that prior to
[588]
the submittal of the full application,
[590]
if invited,
[591]
pre applicants receive any comments
[594]
from CDFW in the pre application phase
[597]
they must address these comments
[600]
within the full application.
[603]
And the full application addresses the
[605]
elements touched upon in the pre application.
[608]
But the level of detail and specificity
[610]
required is much greater and there's
[613]
additional information needed,
[614]
such as a monitoring plan and
[617]
long term management plan.
[619]
And also one thing I wanted to reiterate
[621]
is that this opportunity is open
[623]
for 18 months or so and I encourage
[626]
applicants to take their time in
[629]
project development and submittals to
[631]
really make sure that the project is
[633]
at the stage where it's ready for funding.
[636]
And if you're not sure,

again,

and so we can discuss those details.

So if you submit a pre application and are
[649]
invited to the full application phase,
[651]
this ull full application phase
[653]
will be done in web grants,
[655]
which is a different interface and
[657]
I just wanted to provide some info
[660]
on webgrants and if you're new to it
[663]
you must first register to create an
[665]
account you cannot apply to the full
[668]
application without an active web
[670]
grants user account and multiple users
[672]
can work on the same application but.
[675]
Must have their own user account
[678]
and returning applicants,
[680]
which are those who have submitted
[682]
an application before in web grants
[684]
do not re-register,
[685]
you could use your existing user
[687]
ID and password.
[692]
To create account, you'll go to
[694]
the web grants web page and click
[696]
on the Register here button.
[700]
And, once there you'll be directed
[702]
to a web page to fill out your
[705]
information and once all that
[707]
information is filled out and submitted,
[709]
it will go to the web grants admin and
[712]
the web grants admin must approve the
[715]
registration before a user may log in
[718]
and start an application and you'll get.
[720]
I believe three confirmation emails confirm
[723]
receipt approved/deny user registration
[725]
and then your password and this takes
[728]
up to approximately 1 business day.
[734]
And once you are approved
[735]
for the user ID and password,
[737]
you can start the application process
[739]
and when you log in this will be the
[742]
home screen and to find the qualified
[744]
cultivator funding opportunity you
[746]
would click funding opportunities.
[750]
And then you would want to
[752]
select the appropriate funding
[753]
opportunity titled CRGP Qualified
[756]
Cultivator Funding Opportunity.
[760]
And as a new grant opportunity,
[763]
applicants have the one option
[765]
to start a new application.
[766]
But again, in order to get
[768]
to this web grant stage,
[770]
applicants must first submit a
[772]
pre application and be approved
[774]
to the full application phase.
[775]
And if you are invited to the full phase,
[779]
I'll be providing a separate PDF and
[781]
further details on how to navigate
[783]
the web grant system at that time.

And just to briefly go over
[791]
the review process of the full
[793]
applications once they're submitted,
[794]
it will first go through an admin
[797]
review or administrative review,
[798]
where will assign each applicant
[800]
application of pass fail score relating
[802]
to some of the proposal requirements.
[804]
And the projects that passed the admin
[807]
review then go to the technical review
[810]
phase where each application is assigned
[812]
numerical score from anywhere from three
[815]
to six reviewers and if applicable,
[817]
projects that involve engineering and
[819]
design or geological investigations will go
[822]
through an engineering and geological review.
[824]
In this technical phase.
[827]
Following the tech review phase,
[829]
applicants will then go to our selection
[831]
panel and the selection panel.
[833]
Use qualitative processes that consider
[835]
all projects that passed the tech
[837]
review and compares them based on
[840]
responsiveness to solicitation priorities,
[842]
scientific merit,
[843]
regional and statewide priorities,
[845]
and the technical scores and the selection
[847]
panel will then make recommendations
[849]
to the Director and the Director will
[852]
review those and approve
[853]
a final set of proposals.
[856]
And once we get director approval,
[858]
we'll formally notify the applicants
[860]
of awards and the agreement
[862]
development process will begin.
[869]
So that was just a brief overview of our
[872]
solicitation for the qualified cultivator
[874]
funding opportunity. So thank you.
