governor's desk that's right this is in

response to the company's opposition to

the state's so-called don't say gay law

the republican-controlled florida house
[13]
of representatives passed a bill that
[14]
would strip the status given to the
[16]
company back in the 1960s the state
[19]
senate passed that bill yesterday
[20]
governor ron desantis pushed for the
[22]
legislation after disney officials spoke
[25]
out against florida's parental rights in
[27]
education law which limits the
[29]
discussion of lgbtq issues in schools
[33]
disney's special status allows the
[35]
company to collect taxes and operate its
[38]
own fire protection utilities and
[40]
planning and security services
[43]
joining us now to talk more about all of
[45]
this is democratic state senator jason
[47]
pizzo uh senator pizzo welcome great to
[50]
have you with us so
[51]
let's get into the numbers a little bit
[53]
what are the tax implications for disney
[55]
and other companies that have this perk
[57]
because we want to be clear disney is
[59]
not the only company that has this perk
[61]
in florida correct uh so how will this
[63]
affect taxpayers
[65]
there are a number of special districts
[68]
this one in particular reedy creek is
[69]
called an independent special district
[71]
which means it spans over more than one
[74]
county and includes two other
[75]
municipalities when you talk about tax
[77]
before you get to tax it's the tax that
[79]
would be levied on those two
[80]
municipalities and orange and osceola
[82]
counties in central florida
[84]
to the tune of over a billion dollars
[86]
the reason being is that disney like any
[88]
other company carries debt they build
[90]
parking garages new rides amusements
[92]
infrastructure and they bond those or
[95]
take loans on those and the statute's
[96]
pretty clear that when you dissolve one
[98]
of these districts
[99]
you're basically transferring all of
[101]
that debt and those obligations to
[102]
whatever general government
[104]
entity assumes that control
[107]
senator what type of message might the
[109]
governor be sending by
[111]
essentially attacking some of the top
[113]
employers in this state and specifically
[115]
disney that is really synonymous with
[117]
the state of florida
[120]
well i i will tell you and i've
[122]
obviously had to speak to a lot of
[123]
constituents a lot of
[125]
concerned groups and unions as well
[127]
there's a lot of bark this will have
[129]
very little bite and that's how i can
[131]
appease a lot of people's concerns and
[133]
we knew that yesterday the senate as you
[134]
said and we noted voted yesterday the
[136]
house today but on two other bills as
[138]
well there was congressional maps as
[140]
well as a tech bill that he also carved
[142]
out disney so
[144]
my message is you know this was one of
[146]
those things that was sort of said out
[148]
loud it was sort of how dare you you
[150]
know corporations actually having an
[152]
opinion about a particular legislation
[154]
that's affecting people in their state
[155]
especially thousands of their employees
[157]
and cast members how dare you is
[159]
basically what he's saying but the
[161]
implication the practical implication uh
[163]
is that this may be signed but no one's
[165]
prepared to transfer this kind of debt
[167]
and obligation remember we're
[168]
transferring the debt back to the cities
[170]
and the counties not the assets it's not
[172]
like they're going to own space mountain
[173]
and magic kingdom
[175]
so it doesn't sound like that would be
[177]
very popular if you sort of explain that
[179]
to the average florida voter like look
[181]
this is going to increase the debt in
[183]
the state
[184]
so like you said this has very little
[187]
bite but then what does this legislation
[190]
do exactly
[192]
it serves the exact purpose that you
[194]
suggested which is to scare people uh
[196]
and to basically demand that they remain
[198]
quiet as he goes into an election year
[200]
you know all too often you hear about
[202]
hyper partisanship between democrats and
[204]
republicans the democrats have basically
[206]
i don't say sat back i mean even today
[208]
that there were protests on the floor
[210]
from from democratic legislators in the
[212]
house but really now it's sort of a
[214]
division between republicans jockeying
[216]
for different you know space from and
[218]
distinct trying to be distinct from one
[220]
another uh now on a national scale and
[222]
this this falls with it with critical
[224]
race theory don't say gay transgender
[226]
athletes i mean it goes on and goes on
[228]
and goes on none of this of course to
[230]
the ire and frustration of my
[232]
constituents back in north miami-dade
[233]
county
[234]
anyone's life is improving by any of
[236]
these bills being discussed or
[237]
negotiated or passed because they really
[239]
have no effect on anyone's lives
