Good afternoon,

Before I begin, I want to
recognize Butch Lambert,

Gary Slagel, John
Goldstein, and

Ryan Steadley, who will be
signing the memorandum of
[10]
understanding on
behalf of STRONGER.
[13]
I also want to thank Wilma
Subra, Walt Hufford, and
[16]
the rest of the STRONGER
team for the important
[19]
work they do in their
local communities.
[21]
Under President Trump,
we've made it a top
[23]
priority to work more
closely with states,
[26]
stakeholders, and the
regulated community.
[29]
This MOU is another
example of that.
[32]
The purpose of this
MOU is to provide more
[34]
opportunities for EPA and
STRONGER to work together
[38]
to improve both
environmental protections
[40]
and economic outcomes.
[43]
We've already made
tremendous progress as a
[45]
nation, and we want to
continue to build on that.
[48]
The U.S. is now the number one energy producer in the world.
[52]
At the same time, we are a
global leader in clean air
[55]
progress and
CO2 reductions.
[57]
These achievements flow
from innovation in the
[60]
private sector and
collaboration between
[62]
Washington and the states
to develop and enforce
[66]
smart regulations.
[68]
STRONGER already does
important work developing
[71]
guidelines and reviewing
state oil and gas programs.
[75]
We want to enhance those
efforts by creating new
[78]
opportunities for
collaboration.
[80]
The objectives of
this MOU are two-fold.
[83]
One, affirm EPA's
commitment to meaningful
[87]
participant in STRONGER's
efforts to develop and
[89]
review guidelines for
state oil and natural gas
[92]
regulatory programs; and
two, improve communication
[97]
and collaboration between
EPA and STRONGER on
[100]
responsible oil and
natural gas exploration
[104]
and development
activities.
[106]
In the coming months, EPA
and STRONGER will work
[109]
together to identify specific
areas for collaboration.
[113]
These areas may include
providing platforms for
[116]
meaningful stakeholder
engagement, identifying
[119]
emerging issues impacting
states and tribes, and
[123]
developing improved
compliance assistance tools.
[126]
Thanks to our engagement
with the states and
[128]
regulated community, we've
already made important
[131]
reforms to our
enforcement efforts.
[133]
In May, we announced a
draft audit program under
[137]
which a new owner of oil
and gas facilities can use
[140]
a streamlined process to
disclose and voluntarily
[143]
correct non-compliance
caused by the prior owner,
[147]
and in August, we
announced that we are
[149]
changing our priorities
to focus on serious
[152]
environmental problems
like non attainment areas,
[155]
and water quality
impairments instead of
[157]
entire industries, like
the oil and gas industry.
[160]
We're also prioritizing
consistent
[163]
and timely enforcement.
[165]
When our enforcement
actions linger for years,
[168]
it not only hurts the
competitiveness of U.S.
[171]
businesses, but it also
delays actions that may be
[174]
necessary to prevent
harm to the environment.

By working closely with
STRONGER, we can ensure
[181]
that our regulations
encourage compliance and
[184]
deter bad actors.
[186]
This MOU is another
example of our commitment
[189]
to protecting human health
and the environment
[191]
through the strategic
partnerships at the state
[194]
and local level.

It is my privilege to sign
this MOU, but before we

As you know, EPA has
been a vital partner and

supporter of STRONGER
since its inception, and

we're very pleased to
enter this MOU that
[218]
recognizes the work
that we've done and the
[219]
accomplishments
that we've made.

I would especially like to
thank Bonnie Robinson for
[223]
all the time and effort
that she's put into being an
[225]
EPA liaison for the STRONGER
board over many years.
[228]
Thank you so much, Bonnie.

STRONGER's values of
multi-stakeholder
[232]
collaboration and
consensus-building inform
[235]
all of the work
that we do.
[237]
Every guideline we've
developed and every state
[239]
review report we've
published, there's
[240]
evidence of the strength
of those values.

This MOU represents
a gateway to new
[245]
opportunities to apply
STRONGER's values in new
[248]
ways for the benefit of
all of our stakeholders.

In fact, we're already
seeing some of those new
[253]
opportunities take shape
with our role as a project
[255]
partner on the upcoming
compliance assistance web
[257]
portal for oil and gas.
