reason that i'm doing that is because i covered聽
most of the hearing but there were a few uh people聽聽

that i did not cover and i want to go back and聽
and take a look at them and then also senator聽聽

scott he spoke and i also want to show a video of聽
him so i'll probably do three or four more videos聽聽

that are focused on this hearing okay now if聽
you guys don't know they they did a hearing聽聽

this is about about 10 days ago senator bernie聽
sanders held a hearing and they were discussing聽聽

reforming social security okay and that's when he聽
introduced his 2 400 boost for social security and聽聽

so in this video on the other videos that聽
i posted i think it's important for us to聽聽

really focus on this because we're hearing from聽
experts we're hearing from people that take the聽聽

time to figure out exactly how to to move around聽
or how to move when it comes to social security聽聽

and so this uh this lady here she is the president聽
of the committee for a responsible federal budget聽聽

okay and uh she considers herself an independent聽
this is a bipartisan committee that that she uh聽聽

runs and that's good i mean we we really need to聽
focus on the budget i think everyone knows that聽聽

i think we all understand that congress spends聽
too much money okay and you can say well it's聽聽

the president no it's congress congress they聽
hold the purse they're the ones that determine聽聽

how money is spent and every year we see that聽
we're spending too much money so we're going to聽聽

take a look and listen to what she has to say but聽
first off on this channel we talk about money and聽聽

the financial struggles that americans are facing聽

mcginnis who is president of the committee聽聽

for responsible federal budget our areas of聽
expertise include budget tax and economic聽聽

policy ms mcginnis thanks very much for being with聽
us thank you thank you for inviting me here today聽聽
[227]
to talk about the importance of making social聽
security solvent and various ways to do so um聽聽
[232]
i will briefly touch on three things uh that聽
are done more in depth in my written testimony聽聽
[238]
but i'd like to talk about social security's聽
financial condition the cost of waiting to聽聽
[242]
fix the program and some of the objectives for聽
reform so first as we've already talked about聽聽
[249]
the most recent trustees report tells us that聽
social security is headed towards insolvency聽聽
[255]
of course that is not news we have known this聽
for more than 30 years and yet in that time聽聽
[262]
we have basically done nothing to make this the聽
program shored up so there's financially solvent聽聽
[268]
it's pretty sad right uh they we we've known this聽
for 30 years politicians have just been kicking聽聽
[275]
that can down the road for 30 years and now we're聽
up to what 12 years 13 years something needs to be聽聽
[281]
done or we're looking at the trust fund running聽
out of money and it's just sad to to see that we聽聽
[288]
have a congress that is there they're they're聽
supposed they're supposed to represent us but聽聽
[295]
they're not doing that they're clearly not doing聽
that because uh this is something that could have聽聽
[299]
been handled 30 years ago they knew that this聽
was coming but they didn't want to address this聽聽
[306]
and so now there's there's a sense of urgency聽
to get it done and the longer we wait the worse聽聽
[312]
off uh we'll be and she'll explain that聽
right now we now have a situation where聽聽
[317]
the combined trust funds will be insolvent by聽
around 2035 when today's 50 year old 54 year聽聽
[322]
olds reach full retirement age so the one thing聽
we know that increases anxiety is uncertainty聽聽
[328]
and that is what people have today聽
about the future of social security聽聽
[333]
upon insolvency all beneficiaries everyone聽
millionaires and people who depend on social聽聽
[339]
security for their entire livelihood will receive聽
benefit cuts across the board 20 percent and that聽聽
[344]
will grow over time so i can this is something聽
else that's important that i haven't even talked聽聽
[349]
about the fact that you'll see a 20 cut and then聽
it will grow after that so it's not just going to聽聽
[357]
be a 20 20 percent cut or some say it's about like聽
23 a cut that's that's it it will continue to grow聽聽
[366]
if they're if they don't do anything uh with it聽
with the trust fund if they don't uh sometimes聽聽
[371]
if they don't figure out a way to solidify this聽
this trust fund and so that that's even worse聽聽
[378]
it'll start at 20 and it can keep moving if聽
congress can't get their act together and if they聽聽
[384]
i mean this is this is one thing uh let me cut聽
away real quick so i want to talk about this uh聽聽
[391]
when we when we're looking at the way our word聽
congress works or the way politicians work聽聽
[399]
it it's really sad when you think about things聽
because you'll have one side if one side is聽聽
[405]
controlling things let's say okay the democrats聽
right now they're controlling things you have the聽聽
[409]
republicans on the other side and guess what聽
the republicans want our country to do bad聽聽
[416]
they want things to go to to be worse than聽
than what they are and so we're looking at聽聽
[423]
a good example we're looking at inflation right聽
now and you have republicans now i i'm picking聽聽
[428]
on republicans only because they're not in power聽
right now if democrats weren't in power it would聽聽
[433]
be the same thing okay because all they want to do聽
is regain power republicans want to regain power聽聽
[442]
the only way that they see that they can do it聽
is not having better ideas but actually having聽聽
[447]
the country do worse that way they can say聽
look look at what this this other side did聽聽
[453]
we're gonna do better and so it's sad that聽
that we're looking at inflation right now聽聽
[458]
and you have one side saying that inflation聽
this is horrible and they're hoping that it聽聽
[462]
gets worse i mean just think about that they're聽
hoping that the american people suffer even more聽聽
[468]
so when it comes to social security the same聽
thing if we got to a time where they start聽聽
[474]
cutting social security then you're going to聽
have one side the side that's not in power聽聽
[479]
blame me on the other side and saying look what聽
they're doing and hoping they would be hoping聽聽
[484]
that it gets even worse uh that i i don't know聽
how as as a as a government we can continue on聽聽
[492]
this path and so what we're seeing is just a back聽
and forth back and forth no one we're not moving聽聽
[496]
forward because as soon as we try to move forward聽
you have the other side trying to pull you back聽聽
[502]
and so it's a sad state of affairs when聽
we look at stuff like this and uh this is聽聽
[510]
let's hope that they can come to some type聽
of a resolution when it comes to reforming聽聽
[514]
social security but this is it's not聽
healthy it is definitely not healthy聽聽
[519]
for the country there it's good to have聽
different ideas and have different plans聽聽
[525]
but when you get to the point where you are hoping聽
you're hoping you don't even put a plan together聽聽
[530]
i mean we're looking at republicans right聽
now they have not put out a plan the only聽聽
[534]
politician that's put out a plan on the republican聽
side in the senate is rick scott senator scott聽聽
[540]
he is the only one okay and people have issues聽
with his plan but when it comes down to it you聽聽
[548]
have one side that's not even putting out a plan聽
all they're doing is saying look at how terrible聽聽
[553]
things are we're going to fix those things but聽
we're not going to tell you how we're going聽聽
[556]
to fix them that is not healthy you should be聽
telling us hey this is what we're going to do聽聽
[562]
and let the people decide is this something that聽
will that they think will help or is this just聽聽
[569]
talk so i can point to a lot of good proposals聽
over the years this is clearly not one of them聽聽
[577]
every year we wait and that we have waited has聽
made the changes more difficult and more painful聽聽
[582]
in 2010 you could have achieved 75-year聽
solvency by eliminating the taxable maximum聽聽
[587]
or price indexing benefits today neither of聽
those will be sufficient in 2010 the simpson聽聽
[593]
bowls plan was phased in was going to phase聽
in all of its policies over 40 years today the聽聽
[599]
same type of plan would have to be phased in in聽
five to ten five to ten years so continued delay聽聽
[604]
will make the needed changes even larger while聽
giving participants even less time to prepare聽聽
[611]
so what should the goals of the reforming the聽
system be and there are plenty of different聽聽
[615]
objectives and that's part of the聽
reason we should have compromise聽聽
[618]
what i believe needs to happen is that we need to聽
make the program solvent before we expand benefits聽聽
[624]
i think we need to protect those who depend on聽
the program i think we should make changes that聽聽
[630]
encourage economic growth wherever possible and聽
finally and importantly i think we have to think聽聽
[635]
about this comprehensively so recognizing that聽
social security is one of many national priorities聽聽
[641]
and that acknowledging that there are trade-offs聽
between funding for social security versus other聽聽
[646]
priorities such as investment children climate聽
national security and many other priorities
[653]
as to the first objective there are plans out聽
there that would expand benefits and fail to聽聽
[657]
make social security solvent this is akin to聽
saying to seniors we will promise you even more聽聽
[662]
while we know that we cannot even pay you what聽
we have already promised this is dangerous and聽聽
[667]
it's disingenuous second i think it makes聽
sense to make these changes progressively聽聽
[671]
and the options to do this include things like聽
lifting the tax cap means testing progressive聽聽
[676]
price indexing and or adding minimum benefits聽
along with other changes to enhance solvency聽聽
[683]
on this objective i find it really hard聽
to understand those who advocate more in聽聽
[687]
taxes on the rich while ruling out slowing聽
the growth of benefits for the same people聽聽
[692]
changes will have to be made if wealthy聽
beneficiaries are held harmless others聽聽
[696]
will have to face more in benefit reductions聽
or pay more in taxes and the more we do this聽聽
[701]
by raising their taxes rather than reducing聽
benefits the less revenue from that group will聽聽
[705]
be available for other priorities you can only聽
tax millionaires and billionaires so many times聽聽
[711]
another useful objective is to include聽
changes that create incentives for work聽聽
[715]
savings and growth this is particularly important聽
because of the economic challenges we face because聽聽
[720]
of the aging of the population finally it's very聽
important to look and think about social security聽聽
[725]
in the context of the full budget as well as聽
an independent program already the federal聽聽
[729]
government spends roughly six dollars per senior聽
on every one it spends for children so we need聽聽
[735]
to think holistically about whether we want to聽
widen that gap or we want to narrow that gap聽聽
[740]
there's both a financial and a political聽
budget constraint in overall spending聽聽
[744]
and by contemplating programs in isolation you聽
bypass the consideration of those trade-offs聽聽
[749]
the right and the best way to start聽
this discussion is to pass a budget聽聽
[754]
in my written testimony i include a list of聽
options and links to our interactive tool the聽聽
[758]
social security reformer which you can use聽
to craft your own plan many many members of聽聽
[762]
congress and citizens have used it to weigh聽
in on how they would like to fix the program聽聽
[767]
in the past we have worked to develop a number of聽
plans and work with members of congress to do so聽聽
[772]
right now process wise i think the single best聽
idea out there is the trust act senator romney聽聽
[777]
has worked on this and it's bipartisan and聽
bicameral and what's so appealing about it聽聽
[781]
is that everything is on the table in order to get聽
out of the special committees that would look at聽聽
[786]
how to save these programs the proposals have聽
to be bipartisan and you would still have the聽聽
[790]
same threshold in the senate to pass any reforms聽
so there's no single right way to make social聽聽
[795]
security solvent however the wrong thing to do is聽
to continue to do nothing so we would be delighted聽聽
[801]
to work with any office that's interested in聽
working on social security to develop a plan聽聽
[804]
for solvency we would be particularly interested聽
to do so that anybody's willing to do it on a聽聽
[809]
bipartisan basis thanks again for having me here聽
today okay so that was miss mcginnis there and聽聽

she said a lot of different things i'm not going聽
to be able to talk about everything that she said聽聽

but i do want to to focus on one main聽
thing she was talking about solvency okay聽聽

so that's the focus that's where she thinks we聽
should be focused so not enhancing benefits but聽聽

the solvency issue so um she as far as she gave a聽
different a few different ways of of going about聽聽
[838]
it and also it looks like she's not in favor聽
of the 2400 boost for social security and she聽聽
[844]
doesn't look like she's in favor of senator聽
bernie sanders plan she's more in favor with聽聽
[848]
uh senator mitt romney his his trust act which we聽
don't we still don't know what that is and so the聽聽
[854]
bottom line is this is another expert and this聽
is how she feels that we should be doing this聽聽
[859]
we should be focusing on the trust fund and just聽
the trust fund don't focus on the extra benefits聽聽
[865]

she has on her website here and let's uh reduce聽
this down just a little bit see the whole website聽聽

now uh and i i stated the name earlier it's聽

kind of a a plan for uh for social security聽聽

different websites and kind of find out what their聽聽

plan is and then we can all have an idea so you聽
we we see her idea she's more along the lines of聽聽

what senator romney wants and then we we saw some聽
of the other experts they were more in line with聽聽

what senator bernie sanders wants and then you聽
can get different strengths and weaknesses on聽聽
