Russian ‘Preemptive Strike’ Not Likely ‘Before Finland Is Formally Within NATO’: Gen. Petraeus - YouTube

[0]
joining us now retired army general
[2]
david petraeus the former cia director
[4]
during the obama administration four
[5]
star general thank you very much general
[7]
good to see you again
[9]
good to be with you
[11]
well the bite administration says that
[13]
grinder is being wrongfully detained
[15]
what can the u.s do i know now that she
[17]
is being
[18]
wrongfully
[19]
detained that means that the u.s hostage
[22]
negotiators can get into this
[24]
uh they were waiting for a while to see
[26]
if maybe they would release her right
[28]
they can and you know they'll try to uh
[31]
come to some kind of agreement perhaps
[33]
there will be some kind of deal this has
[34]
been done in the past in fact there was
[36]
recently a successful
[38]
uh release of uh someone who is being
[40]
held
[41]
so again i think that's very possible
[44]
but of course it just adds another layer
[46]
of complication to the u.s russia
[48]
relationship
[50]
at a time when russia really is finding
[52]
itself in a bit of a quagmire
[54]
of putin's own making
[56]
in ukraine and of course experiencing
[58]
enormous damage to their economy their
[61]
financial system putin's inner circle
[63]
and the business community and also
[65]
watching as some 350 000 or so of the
[68]
most talented russian citizens have left
[70]
the country they don't want to live in a
[72]
country anymore that is the pariah of
[74]
the world
[76]
now after weeks and weeks months really
[78]
of trying to get the russians to take a
[80]
call from the pentagon defense secretary
[82]
lloyd austin did speak with the russian
[84]
minister of defense today it's the first
[85]
time since before the invasion since
[87]
february 18th
[88]
and that they spoke for about an hour
[91]
according to the pentagon that there was
[93]
back and forth communication
[95]
secretary austin stressed the need to
[97]
keep the communication lines open thinks
[99]
that that message was received
[102]
you know it's highly unusual as you
[103]
would know better than i that there was
[105]
no communication up until now how
[107]
important is it that they're finally
[108]
talking
[111]
well it's perhaps an indication again
[113]
that russia is trying to think its way
[115]
through
[116]
at least the beginning of what could be
[118]
an end game but
[119]
let's keep in mind that the individual
[121]
who is probably the most important in
[124]
that particular
[126]
equation is president zielinski of
[127]
ukraine who has seen his forces now
[130]
strengthened enormously by the
[133]
tremendous addition of
[135]
heavy artillery pieces 90 of them plus
[137]
190
[139]
000 rounds of ammunition just from the
[141]
u.s but also from
[143]
uk and other nato nations and a variety
[145]
of other weapons systems other military
[148]
capabilities and supplies
[150]
they are on the counter-offensive to the
[153]
east of our keith it appears that they
[155]
could actually drive the russian forces
[157]
not just out of artillery range of the
[159]
city but all the way across the russian
[161]
border in the east and then the question
[163]
is
[164]
does that give president zielinski and
[166]
his forces a sense that they can go on
[168]
the counter offensive elsewhere can they
[170]
continue further south from that
[172]
threaten the lines of communication
[174]
between the russian logistical hub in
[176]
belgorad in russia of course
[179]
uh and the russian forces that have been
[181]
trying to push in from the east uh the
[184]
new focus of russian uh elements since
[186]
they withdrew from
[188]
kiev and also uh from chernhee and sumi
[190]
in the north so i i think that's the
[193]
dynamic uh that we need to watch in the
[196]
days and weeks that lie ahead
[198]
whether or not the ukrainians can
[201]
with the additional support from the
[202]
arsenals with an s on the end of
[205]
democracy
[206]
uh push the russians back and if so then
[209]
president zielinski's objectives will
[212]
continue to expand i would assume
[214]
and the question is going to be then how
[216]
far can they do that
[218]
noting that of course president putin
[220]
did not declare mobilization
[222]
during the celebration of world war ii
[225]
victory victory uh in moscow on monday
[228]
nor did he declare war he is still
[230]
calling it a special operation
[233]
so
[233]
that's where we are i think and again
[236]
president zielinski is the one really to
[238]
watch
[239]
because it's going to be his aspirations
[241]
i think in the possibilities
[244]
that the battlefield
[245]
is presenting to him
[247]
with the additional support from the u.s
[250]
and other nato countries
[252]
and russia now says that it will
[254]
retaliate if finland joins nato
[257]
uh they're now saying that they are
[258]
going to join they're being welcomed
[260]
with open arms the president uh spoke to
[262]
the prime ministers in finland and
[264]
sweden today indicating such strong u.s
[267]
support bipartisan support
[269]
this will double the size of the border
[271]
with russia and nato do you think that
[273]
this is going to be provocative to
[275]
russia or is russia so far back on its
[277]
heels that it
[278]
it may take this in stride i mean is
[280]
there any way to predict what putin
[281]
might do next
[283]
well it will be provocative the question
[285]
is what real options does russia have
[288]
the last thing they need is to open up
[289]
another military front they can't even
[291]
deal with the one
[292]
fully that they've established with the
[295]
invasion of ukraine
[297]
they're going to be fighting very very
[298]
hard with the forces that they have
[300]
available with not much in the way of
[302]
replacements for either forces or the
[304]
weapons systems that they've been losing
[306]
in very substantial numbers
[308]
they have announced already they're
[310]
going to cut off the electricity that
[312]
russia flows into finland that'll be the
[314]
first of the actions they'll take
[316]
presumably there could be some others
[318]
involving whatever else they export to
[320]
finland that might be of value to
[322]
finland but at the end of the day i
[324]
think the military options are really
[326]
relatively limited and i don't think
[327]
you're going to see some kind of uh
[330]
preemptive strike before finland is
[332]
formally within nato and of course it's
[334]
also important to note that
[336]
the uk prime minister has been up there
[338]
recently he and also the u.s have
[340]
provided assurances
[342]
to finland for that period between the
[344]
time that they apply for membership uh
[346]
and are actually accepted and that
[348]
should be a fast-track process according
[350]
to the nato secretary general
[352]
