Mr. Vice President, Secretary Mattis,

and distinguished guests, thank you all for being here

as we prepare to sign something that is extremely important:

the National Defense Authorization Act.
[21]
We're signing it into law.
[22]
This historic legislation demonstrates
[25]
our unwavering commitment to our men and women
[28]
in uniform -- the greatest fighting force
[31]
in the history of the world.
[32]
And we're making it a lot better than even that.
[36]
Before we begin, I want to address the terrorist attack
[38]
that took place yesterday in New York City,
[42]
and to praise the first responders, local police,
[45]
and federal law enforcement for their quick action.
[49]
They did an incredible job.
[51]
There have now been two terrorist attacks
[54]
in New York City in recent weeks
[55]
carried out by foreign nationals, here on green cards.
[60]
The first attacker came through the visa lottery
[64]
and the second through chain migration.
[67]
We're going to end both of them.
[69]
The lottery system and chain migration --
[72]
we're going to end them fast.
[75]
Congress must get involved immediately,
[79]
and they are involved immediately,
[81]
and I can tell you we have tremendous support.
[83]
They will be ended.
[84]
These attacks underscore the dangers we face
[87]
from around the globe.
[88]
The National Defense Authorization Act
[91]
could not come at a more opportune or important time.
[96]
This legislation represents a momentous
[99]
step toward rebuilding our military and securing
[101]
the future for our children.
[104]
I applaud the work of the members of both parties
[107]
who came together to pass
[109]
the National Defense Authorization Act,
[113]
which passed with overwhelming bipartisan support --
[116]
something that sounds very nice to my ears.
[119]
I especially want to thank Chairman Thornberry,
[122]
who is here with us today,
[123]
for his tireless efforts.
[129]
Fantastic job.
[131]
In recent years, our military has undergone
[133]
a series of deep budget cuts that have severely
[136]
impacted our readiness, shrunk our capabilities,
[139]
and placed substantial burdens on our warfighters.
[144]
And great warfighters they are.
[147]
History teaches us that when you weaken your defenses,
[151]
you invite aggression.
[153]
The best way to prevent conflict or be --
[156]
of any kind -- is to be prepared,
[160]
and really be prepared.
[163]
Only when the good are strong will peace prevail.
[168]
Today, with the signing of this defense bill,
[172]
we accelerate the process
[174]
of fully restoring America's military might.
[178]
I also want to thank Senator John McCain
[181]
for the work he's done on this bill.
[184]
He has fought very, very hard to make it
[187]
just the way he wants it and that we all want it.
[190]
This legislation will enhance our readiness,
[192]
expand our modernized -- and modernize our forces,
[195]
and help provide our servicemembers
[198]
with the tools that they need to fight and to win.
[203]
We will fight and win.
[204]
But hopefully, with this, we won't have to fight
[207]
because people will not be wanting to fight with us.
[211]
It authorizes funding for our continued campaign
[214]
to obliterate ISIS.
[216]
As you know, we've won in Syria, we've won in Iraq.
[224]
But they spread to other areas and we're getting
[228]
them as fast as they spread.
[230]
We've had more success with ISIS
[232]
in the last eight months than the entire previous
[236]
administration has had during its entire term.
[241]
It approves missile defense capabilities
[245]
as we continue our campaign to create maximum
[250]
pressure on the vile dictatorship in North Korea.
[254]
We're working very diligently on that --
[257]
building up forces.
[259]
We'll see how it all turns out.
[261]
It's a very bad situation -- a situation
[263]
that should have been handled
[264]
long ago by other administrations.
[266]
It upgrades our Ground Combat Vehicles,
[269]
allows for the purchase of new Joint Strike Fighter aircraft,
[273]
and paves the way for beautiful
[276]
new Virginia-class submarines -- the finest in the world.
[281]
Finally, the defense bill authorizes major investments
[284]
in our military's greatest weapon of all: its warriors.
[288]
The NDAA increases the size of the American Armed Forces
[292]
for the first time in seven years,
[295]
and it provides our military
[296]
servicemembers with their largest pay increase
[299]
in eight years.
[301]
Now Congress must finish the job by eliminating
[305]
the defense sequester
[308]
and passing a clean appropriations bill.
[311]
I think it's going to happen.
[313]
We need our military.
[314]
It's got to be perfecto.
[318]
At this time of grave global threats,
[321]
I urge Democrats in Congress to drop their shutdown threats
[326]
and descend clean funding and a clean funding bill
[331]
to my desk that fully funds our great military.
[336]
Protecting our country should always be a
[338]
bipartisan issue, just like today's legislation.
[341]
We must work across party lines to give our heroic troops
[346]
the equipment, resources, and support
[349]
that they have earned a thousand times over.
[352]
Together, we will send a clear message to our allies
[355]
and a firm warning to our enemies
[358]
and adversaries: America is strong, proud,
[362]
determined, and ready.
[363]
And I might add, when we're completed --
[366]
and it won't be that long -- we will be stronger than
[369]
ever before -- by a lot.
[373]
So thank you to all of our friends in Congress.

And we do appreciate the bipartisan support,

and we appreciate your hard work on this historic

defense authorization.

And thank you, most of all, to our brave warriors

for standing watch over our country,
