Biden Is Calling On Oil Producers To Produce More, Says Energy Secretary - YouTube

Channel: MSNBC

[0]
all right uh as americans struggle with
[3]
record high gas prices president joe
[5]
biden is calling on oil companies to
[8]
boost production and help lower the cost
[10]
of the pump in a scathing letter this
[12]
morning to the ceos of top u.s oil
[16]
refineries biden said they are taking
[18]
advantage of the crisis as their profits
[21]
have tripled biden said his
[22]
administration is prepared to take any
[25]
quote reasonable and appropriate steps
[27]
that would help companies increase their
[30]
output in the near term joining us now
[33]
u.s secretary of energy jennifer
[36]
granholm good to have you on the show
[38]
this morning so tell us more about what
[40]
exactly he's asking the oil companies to
[43]
do and i just wonder if the president
[44]
needs to sort of
[46]
level with the american people about the
[48]
situation the energy situation
[51]
globally and how it's impacting gas
[53]
prices here at home because isn't it the
[56]
case that some of this he cannot control
[60]
oh totally mika i mean there's so much
[62]
that is beyond any leader in the globe's
[64]
control
[66]
uh unless they own state-owned
[68]
enterprises that are producing gasoline
[70]
so oil is traded at today about a
[73]
hundred and twenty dollars a barrel and
[75]
that price is being paid by people uh in
[78]
japan it's being paid by people in uh in
[82]
europe i mean in fact gas prices today
[84]
over five dollars a gallon in the united
[86]
states if you were in canada you would
[88]
be paying over six dollars and 20 cents
[91]
something like that if you were in
[92]
germany you'd be paying eight dollars a
[95]
gallon if you were in singapore you'd be
[97]
paying nine dollars a gallon it's
[99]
happening all across the world but the
[101]
united states is the largest producer of
[104]
oil and gas and the president feels like
[107]
we've got an additional responsibility
[110]
we as a country but really our oil and
[112]
gas producers have a responsibility
[114]
we're on a war footing the the price of
[116]
oil the price of gas is precipitating
[120]
the high cost the high percentage of
[122]
inflation around the world and so he's
[124]
asking upon our domestic and
[127]
international producers to produce more
[130]
russia's invasion of ukraine has caused
[132]
the price of gas in the united states to
[135]
go up one dollars and 1.70 cents a
[137]
gallon since the invasion occurred so
[140]
oil and gas companies who are part of a
[142]
global community need to understand that
[144]
we need to make up for the amount of
[147]
russian barrels of oil that have come
[149]
off the market since that invasion
[151]
because countries like the united states
[154]
rightfully have said we are not going to
[156]
purchase russian oil so the bottom line
[158]
is he's calling for an increase in
[160]
production both of producing and
[162]
extracting oil but also refining it to
[165]
make
[165]
make sure that we can have gasoline at
[167]
the pump so uh secretary grant home uh
[170]
so much of this though is market driven
[172]
i mean there's a reason
[174]
why oil companies aren't producing as
[176]
much as we'd like them to produce right
[178]
now and that's because the demand was
[180]
driven down so much by covet and it
[182]
takes a while to crank it back up i mean
[185]
and so i guess i go back to what meek is
[187]
saying shouldn't the president just
[189]
level with the american people and say
[191]
here's the problem there was less of a
[193]
demand during uh two years of covet it
[196]
takes a while to ramp demand up and we
[199]
also have another problem in this
[200]
country we don't have enough oil
[203]
refineries because the regulations
[205]
around oil refineries in the united
[207]
states have choked off the ability to do
[210]
exactly what we need to do right now
[213]
well let me just say joe it's not that
[214]
the regulations are on oil refineries 80
[217]
percent of the oil refining came off the
[219]
market before joe biden took office it's
[222]
global issue as well it's not just a
[225]
regulatory issue a lot some of those
[227]
refineries flipped over to do biofuels
[229]
and the president is saying you know in
[231]
in in march just as an example joe in
[234]
march
[235]
the price of oil per barrel on the
[237]
global market was about 120 and in march
[240]
people in the united states were paying
[242]
about four dollars and 25 cents a gallon
[244]
today the price of oil on the global
[247]
market's about 120 same price but we're
[249]
paying 75 cents or more more at the pump
[252]
why is that and so the president is just
[255]
asking these refiners which are of
[257]
course owned by these global these oil
[260]
and gas companies to increase supply and
[263]
if you can't tell us how we can help to
[265]
make sure that we increase supply in the
[267]
way we can plus mika
[269]
just quickly i mean in terms of what the
[271]
president does have his at his disposal
[273]
he does have the biggest tool ever which
[275]
is the strategic petroleum reserve and
[277]
he's releasing a million barrels a day
[279]
to try to make up for some of that lost
[281]
supply but you are right it is a private
[283]
markets a global market it's a
[284]
capitalistic market we're not against
[287]
profit it's just that when you have
[289]
225 percent increase in profit you're
[292]
over here and q in quarter one i mean it
[294]
just tells you something else is going
[295]
on so when you ask the oil companies
[297]
tell us how we can help i mean isn't
[299]
isn't the issue
[301]
not just increased production right now
[303]
but permanent solutions so that we're
[306]
not dependent and and the world isn't
[308]
dependent and being held hostage right
[311]
now by the russian invasion of ukraine
[313]
uh you know my brother was telling me
[315]
he's headed to latvia in june for the 3c
[318]
summit he's heading up that summit and
[320]
it's working on the energy dimension of
[323]
getting them completely energy in their
[325]
ten in independent
[327]
in these central european countries
[329]
interconnected and isn't that more
[332]
relevant than ever because right now if
[335]
you levy a sanction on russia it's going
[337]
to hurt the country too that's levying
[339]
the sanction and it's going to be an
[341]
ongoing process with russia until we cut
[345]
ties
[347]
yeah you obviously understand this very
[348]
well mika i mean clearly when when the
[351]
eu is deciding to cut off russian supply
[354]
of oil and gas that too causes a crimp
[358]
in supply and it causes prices to go up
[360]
so to your point yes ultimately the the
[363]
solution to make us energy secure to
[366]
make the baltic states energy secure to
[368]
make the entire entire world energy
[370]
secured is to move to clean energy you
[373]
no country has ever been held hostage to
[375]
access to the sun or to access to the
[378]
wind ultimately those are the price
[380]
volatility continues to at least on
[383]
clean energy there's no volatility it
[385]
continues to drop we're not under the
[387]
thumb of petro dictators and ultimately
[390]
that is the solution but in the
[391]
immediate we know that people are
[393]
hurting and we've got to increase supply
[395]
wherever we can globally including in
[398]
the united states to make sure that we
[400]
try to moderate the the barrels that
[402]
have been pulled up by the war in
[403]
ukraine
[414]
do
[419]
[Music]
[423]
you
