as to whether or not you should actually

have health insurance in the first place

well you should and it should be one of

the state-run options

but we don't want to get bogged down in

that here let's just for now

assume that you've got the insurance and

that you have a card

something like this from now then you

can apply

to have your insurance card essentially

linked to your my number card
[63]
such that you don't have to carry two
[65]
cards around with you

and then from march 2021 you can use

your my number card

as your health insurance card at medical
[73]
facilities and pharmacies

with the scope of this use set to be
[77]
expanded in the future

now why would you want to do this well

according to the authorities behind your

my number card that's the ministry of

health labor and welfare
[88]
the ministry of internal affairs and
[90]
communications and the cabinet office

there are four count them four primary

benefits to doing this

we can avoid having to undergo all the

paperwork

processes that often accompany these

lifestyle changes

in japan a little further reading though

reveals that that's not necessarily the

case

the bureaucracy still needs to be done

it's just that you don't have to wait

for a new or updated insurance card to

be issued

if you want to visit a medical facility

in the meantime

you can just use your my number card

under the new system you can view

medical checkup information

your medicinal information and medical

expenses via the minor portal

so it seems like your medical data from

health checkups and other hospital

visits can be stored or accessed via

your my number card

such that card holders can review this

data online

at the miner portal site that's the

portal site through which cardholders

can get

access to all the benefits of having a

my number card

it also means that staff at medical

facilities can gain access to your

medical history

such as it is registered on the card and

such that they can plan treatment

and issue prescriptions based on the

data stored on or accessed

through your card so it seems this is

also useful in times of disaster

such as when requiring medical treatment

you know in the chaotic aftermath of

earthquakes or heavy rains and typhoons

which often hit japan now this access to

such intimate information

might cause alarm in some people but

according to

authorities this data although recorded

on the card

can't be accessed without a patient's
[241]
permission

which as far as our understanding goes

can be provided
[246]
electronically at the point of reception

at the medical facility

which brings us on to the next benefit

of registering for this system

also with this system according to
[256]
authorities it's going to make for
[258]
easier reception at medical facilities

so with your insurance card registered

with your my number card
[264]
it's hoped that the reception process at
[266]
clinics and other medical facilities
[268]
will be easier

for example there'll be less burden on
[271]
patients to explain what past
[273]
issues they have had and hopefully it
[274]
will mean less repetitive form-filling

now staying on this point just for a

second because i think it reflects
[282]
the intimate nature of some medical
[284]
facilities in japan based on my own
[286]
personal experience

over recent months i had to pay
[291]
one or two well regular visits to a
[294]
medical clinic
[295]
that specialized in skin and bone issues
[298]
now it's just a tiny clinic and the
[301]
reception was always packed with
[303]
just packed with people waiting to be
[305]
seen
[306]
and what would happen is as you'd go
[308]
into reception you'd hand over your card
[311]
the nurses would take down some of your
[313]
details and then they'd tell you to go
[314]
and wait
[316]
then whilst they were waiting they'd
[317]
come and approach you in front of all
[319]
these people
[320]
and you'd have to explain to them what
[322]
it is that's wrong with you like what
[324]
physical aim and ailment have you got
[326]
that's bothering you
[327]
and again as i say you have to do this
[329]
in front of everybody in the room
[332]
which is kind of bad enough anyway but
[334]
when you're probably the only foreigner
[335]
in the room
[337]
you know you're drawing plenty of
[338]
attention anyway and now you're having
[340]
to explain to everyone
[341]
the intimate failings of your body parts
[344]
it's quite embarrassing
[346]
with the new system receptions of
[347]
medical facilities and pharmacies will
[349]
come equipped with a card scanner
[351]
that can perform face recognition so it
[354]
can scan your my number card
[355]
on the card reader and receive medical
[358]
treatment and drug prescriptions
[359]
based on past data through reading that
[362]
card
[363]
so according to our understanding of
[365]
this system so far
[366]
with the card reader and face
[368]
recognition patients can perform
[370]
personal identification qualification
[374]
confirmation
[375]
and also acquisition of consent so

that's confirmation of consent for
[380]
doctors
[381]
to view the drug information or specific
[383]
medical checkup information

available through the my number card the
[388]
last of the main benefits is that you
[390]
can more easily deduct medical expenses

for tax returns

via the minor portal by linking to e-tax

that's japan's online tax return tax

payment

probably don't need to understand

to understand why it is that they've got

issued by the authorities presumably to

deflect our attention

away from the sinister dystopian nature

of it all

anyway to be fair the authorities have

made the application process

seemingly super easy there's a couple of

things you need to have ready before you
[443]
go ahead and do that
[444]
first of all you need to have your my
[446]
number card of course
[447]
and your four digit password you also
[450]
need to have your
[451]
smartphone capable of reading the chip
[454]
on your
[454]
my number card or a pc and an ic card
[457]
reader
[458]
you need to have downloaded the miner
[461]
portal application or the miner portal
[465]
software on your pc
[467]
and that's it you're all set
[471]
and ready to get started let's take a
[473]
look at the application process
[476]
so here we are on the minor portal home
[479]
page

and what we want to be looking at is
[482]
this particular part here which is the
[484]
hawkenshaw no and if you want to

actually go ahead with the application

you're going to click

on this button here we can't actually do

that at the moment

it introduces

a little bit about the application

process so if we scroll down

here first of all it tells us about

making the application with both a

laptop or pc or on your smartphone

essentially the first thing that it's

asking us to do is

in the case of a pc is to connect the ic

card reader to your pc

and then insert your my number card into

the ic card reader

and press apply here over on the
[531]
smartphone side of things

again you're going to use your

smartphone to read your
[536]
my number card and then again press on

the apply button down at the bottom

so next we're being asked to enter our

four-digit personal identification

number or password

which we set when we got our my number

card at the municipal office in the
[550]
first place

and then we click next or ok just
[553]
remember that if you enter the password

three times in a row

the lock will be activated and then once
[559]
we've entered that number

essentially we are pretty much done

we're taken to this

final screen here where we can check on

the status

of our app we'll not check on the status

of our application

but we can see that it's been registered

with the system

and it's telling us here that we're

going to have to wait for a little bit

uh until 2021 that's when the whole sort

of application

registration process will be finished

really simple you're essentially

entering your pin number pressing apply

and that's it you're pretty much done

automatically enter medical expenses via

as part of the procedure of deducting

medical expenses

in your final tax return for fiscal

it seems like there'll be no need to

leave your mind number card

with staff at the reception of medical

facilities and pharmacies

if you're used to visiting medical

clinics so far in japan you'll know that

you have to hand over your insurance

card at reception and then you leave it

with them you go and wait

and the staff do well whatever it is

they've got to do with your insurance

card

it seems like under this new system with

the my number card

there's no reason for you to actually

hand over the card

in the same way that 12 digit my number

that

we've all been issued with but probably

forgotten or never committed to memory

anyway and probably don't even know

where it is

according to the authorities behind this

new system

there's no reason for staff at medical

facilities to be handling this 12-digit

number anymore whether that's a good

thing or bad thing i'm not entirely sure

but

there it is so what about

local reaction to the new system well

have been saying about this system

well as always it's typically quite

difficult to find any kind of positive

comments about anything on twitter

there's always lots of negative stuff on

there's no way in the world that they

given that there's so many elderly

and they account for such a large

percentage of the people

making use of medical facilities in this

it kind of seems hard to believe that

this new system is going to be popular

amongst

those people but well what do i know

as we said whilst it's difficult to find

positive tweets about

well pretty much anything um there is a
[860]
couple of positive tweets about this new
[862]
system

one user saying it takes only three
[865]
minutes to link my number cards to an
[867]
insurance card
[868]
brilliant easy another user comments
[872]
the trigger for the spread of the my
[873]
number card is to have it replace your
[875]
driver's license
[876]
and health insurance card it's a big
[879]
advantage to be able to combine two
[881]
physical cards into one yep it is
[884]
tough work carrying around cards in your
[886]
wallet isn't it

on a slightly different issue another

twitter user raises an interesting point

here when they say

what happens if you lose your cards

they know it's their fault for losing

their cards but for example they come up
