[4]
so picture your life in a place where
[7]
everything you do what you buy how you
[10]
behave is tracked the government gives
[13]
you a score and the score is a measure
[16]
of how trustworthy you are as a citizen
[18]
and determines what you're allowed to do
[21]
like ever boarding a train getting a
[24]
mortgage all goes back to this score
[27]
it's called social credit it sounds like
[31]
that show black mirror but it's actually
[33]
happening in China so how does that
[36]
change you
[37]
does it change you what does your life
[40]
look like when your every move is
[42]
watched the system's eyes are in Big
[49]
Data artificial intelligence and roughly
[52]
200 million surveillance cameras and
[58]
that's totally fine with all young how
[60]
you she's 21 graduated from a good
[63]
school with solid grades she's diligent
[65]
she's nice no surprise
[70]
she's a 752 that's her rating with
[74]
sesame credit a private company working
[76]
with the government on the algorithms
[78]
for the social credit system the scores
[81]
go from 350 to 950 and are based on
[84]
habits and behavior buy clothes or
[88]
diapers it's good a lot of alcohol too
[91]
many video games not so good how you 752
[96]
puts her in model citizen range and gets
[98]
her discounts and privileges like using
[100]
a shared bike without a deposit she
[104]
likes it her friends do too they all
[106]
have pretty high scores
[108]
he said mechanism like pushes you to
[111]
become a better citizen to build to
[113]
build on the trust especially on the
[115]
Chinese market because cuz you're you
[117]
and you're not going to be punished if
[119]
you haven't done anything wrong I think
[122]
that's the point I think the system is
[123]
working as a as a as a warning or a
[127]
alert to like to push people to do it to
[132]
be a good person and it's mandatory when
[137]
it goes national social credit scores
[139]
will be assigned to every one of China's
[141]
citizens for life and what's weird
[145]
so many people seem okay with it
[148]
it's complicated but China went from
[152]
extreme poverty to economic giant pretty
[154]
quickly the credit history system didn't
[156]
grow at the same pace so people would
[159]
default on loans and get away with it
[161]
adding scandals around fake food tainted
[164]
baby milk and counterfeit goods and what
[167]
if God is a big problem with trust so in
[171]
2014 the communist party called for a
[174]
system to allow the trustworthy to roam
[177]
everywhere under heaven while making it
[179]
hard for the discredited to take a
[181]
single step the model is a place called
[185]
wrong Chung it's in Shandong Province
[187]
its orderly streets are spotless cars
[191]
slowed down which is unheard of in China
[197]
words like honesty and credibility
[200]
appear on propaganda posters display
[202]
cases show pictures of wrong tones most
[205]
honored citizens
[208]
you start with a thousand points and you
[211]
can print out your report any time you
[213]
lose points for things like jaywalking
[215]
littering tossing cigarette butts or
[218]
spreading rumors cameras do a lot of the
[222]
surveillance work but it's pretty analog
[225]
- like posters that lists the ways you
[227]
can gain or lose points and each night
[231]
tip on local TV shows the surveillance
[234]
highlights of the day crayola and then
[238]
there's Joe I need
[240]
she's an information collector a paid
[243]
enforcer who walks around and writes
[245]
down deeds about her neighbors
[247]
I feel fortable like the man who carried
[249]
a drunk person home things like this are
[251]
good deals she said but the farmer
[253]
overheard swearing and being rude yeah
[256]
bad deed Maisy yes yeah her quota is ten
[259]
a month woman she likes the work thinks
[261]
the city's better for it okay the thing
[263]
about the social credit system is that
[266]
there isn't one single system not yet
[268]
different places have different rules
[272]
so what do you do if you have bad social
[275]
credit well for one you talk about it on
[277]
Weibo which is like Twitter there are
[279]
forums for discredited people to vent
[281]
and get advice
[284]
in Chongqing we hooked up with Wang Wei
[287]
Jun he had a business until he was sued
[290]
by a client and Huang refused to pay 90
[293]
grand to settle it
[294]
so the court put him on a social credit
[296]
blacklist
[297]
and things got WAY worse he explains
[303]
that being blacklisted means he can't
[306]
buy airplane or train tickets when he
[311]
tries a message pops up saying he's
[313]
discredited by the end of last year
[317]
blacklisted people walked from 23
[320]
million flights and 5 million high speed
[323]
train trips and the list goes on being
[326]
discredited makes it hard to get a job
[328]
alone a hotel room or put kids in
[332]
certain schools then there's the public
[336]
shaming photo galleries of blacklisted
[338]
citizens there's even an app that shows
[341]
who around you is in debt
[345]
in China being monitored is nothing new
[348]
but algorithmic surveillance makes it
[351]
possible to collect data to build
[353]
detailed profiles of people especially
[356]
the ones not loyal to the government of
[359]
all the video surveillance cameras on
[361]
the planet right now nearly half of them
[363]
are in China people bothered by privacy
[368]
concerns so we think it's a lot of
[371]
camera keep the safety is really good
[375]
we're good things a lot of people we can
[378]
accept it and cameras are getting
[380]
smarter so the information that comes
[382]
out for my image identifies that I'm
[384]
female middle aged talks about whether
[387]
wearing glasses the shape of my face AI
[391]
is taking them next level they can do
[394]
more than just see they actually
[397]
understand who they're seeing
[400]
so already people don't care about it
[409]
but they put the technology in there's
[412]
too much for example across the right
[415]
eye that's not a very good how far off
[418]
are we from needing to draw those red
[421]
lines it's very hard to say I think
[425]
maybe that case that could mean 10 years
[429]
or 20 years 15 years maybe maybe that's
[433]
not very long yeah it's coming it's
[437]
coming it's coming
[439]
[Music]
[445]
how you isn't so bothered for Sesame
[449]
scores high life is good and she's used
[451]
to living most of it online soon her
[454]
education and medical records and any
[457]
run-ins with the law will factor into
[459]
her social credit score and wherever she
[464]
goes someone will follow and ask who
[467]
pianist
