- Good afternoon my name is Paul Kincaid. I'm聽 Associate Administrator for Communications and聽聽
[6]
Congressional Affairs at the Federal Transit聽 Administration. And I'm proud to be one of the聽聽
[11]
four presidential appointees at the FTA from聽 the Biden - Harris administration. I'm joined聽聽
[15]
by Sean Egan, director of Transportation for聽 the City of Durham. And I want to acknowledge聽聽
[19]
FTA's region 4 administrator Yvette Taylor and聽 her deputy administrator as well Dudley Whyte,聽聽
[25]
who are on the line. They do a wonderful job聽 managing our federal transit investment in North聽聽
[29]
Carolina and throughout the southeast. We just聽 announced we are awarding grants to 70 transit聽聽
[34]
agencies in 39 states that will help improve the聽 safety and reliability of America's bus systems.聽聽
[39]
These grants range in size from $50,000 to nearly聽 $23 million and they're available through FTA's聽聽
[45]
grants for bus and bus facilities. They support聽 modernizing and improving the most widespread form聽聽
[51]
of transit in America - the bus. In addition,聽 these grants will help dozens of communities聽聽
[56]
buy new technology buses such as electric, that聽 reduce or eliminate greenhouse gas emissions,聽聽
[61]
promote cleaner air and help the climate聽 crisis. The City of Durham will receive聽聽
[66]
10.8 million dollars to improve Durham Station聽 transportation center. The city's busy transit聽聽
[71]
hub is one of the largest grants in this聽 program. That hub has thousands of riders聽聽
[75]
boarding buses every day. And these improvements聽 will add eight bus bays and redesigned bus lanes聽聽
[80]
allowing transit agencies to add bus聽 frequency while also improving safety.聽聽
[85]
It'll also install canopies in the passenger聽 waiting areas to shelter people from the rain.聽聽
[89]
It'll allow more buses to run on Go Durham and Go聽 Triangle routes creating better access for聽聽
[95]
residents and students. And with continued聽 space for inner city buses like Greyhound,聽聽
[99]
Megabus and Flixbus, it will strengthen a hub聽 that allows more riders to more easily connect聽聽
[105]
to local and regional destinations in North聽 Carolina and throughout the South. All of this聽聽
[110]
will enhance access and mobility; particularly for聽 the two-thirds of people who don't have a car. The聽聽
[116]
project will also further Durham's climate goals聽 by providing spaces for electric bus charging聽聽
[121]
and installing solar panels on new bus island聽 canopies. These panels will generate enough energy聽聽
[127]
to make the energy used at the station potentially聽 a net positive. City leaders introduced two聽聽
[132]
electric buses to Go Durham's fleet last year and聽 they plan to ramp up the electrification program聽聽
[137]
in the months and years ahead. This station聽 upgrade will set the stage for that effort聽聽
[141]
FTA is happy to play a role in maintaining and聽 improving Go Durham's bus service. In total,聽聽
[147]
we're going to award over 409 million dollars to聽 improve our nation's bus transportation systems.聽聽
[153]
These grants were announced by Secretary Pete聽 Buttigieg and FTA Administrator Nuria Fernandez聽聽
[159]
earlier this week. With this funding, transit聽 agencies all over the country are going to be聽聽
[164]
able to support, build, repair, expand and improve聽 fleets, and the facilities that support them.聽聽
[169]
This is especially important during the pandemic聽 which showed us just how many frontline workers聽聽
[174]
and others rely on the nation's bus systems to聽 get to jobs and other opportunities. Importantly聽聽
[180]
these grant awards will take on the greatest聽 challenge of our time: the climate crisis. By聽聽
[184]
helping transit agencies transition their fleets聽 to electric and other zero mission technologies.聽聽
[190]
When we put more zero emission buses on the road,聽 as so many transit agencies large and small are聽聽
[194]
doing across the nation, we take a major step聽 forward toward reducing greenhouse gas emissions.聽聽
[201]
Converting bus fleets and buying the聽 equipment to power and maintain them聽聽
[204]
are big ticket items so the Administration is聽 ready to do our part to help offset that cost.聽聽
[209]
Now before I turn this over to Sean to聽 supply a few more details about Durham,聽聽
[213]
I want to make sure I take a moment to touch on聽 the bipartisan infrastructure law. It was signed聽聽
[217]
by President Biden last November. And it provides聽 108 billion dollars for transit over the next five聽聽
[222]
years. It's the largest investment in federal聽 transit in our history, thanks to the bipartisan聽聽
[228]
infrastructure law. We did announce just the other聽 week more than one and a half billion dollars聽聽
[234]
of total grants for buses across the country. Most聽 of them low and no emission buses. This additional聽聽
[240]
transit funding at the federal level will allow us聽 in partnership with local programs like Go Durham聽聽
[245]
to expand and modernize transit building equity by聽 connecting more people and underserved communities聽聽
[250]
while we take on the climate crisis. Now let聽 me turn this over to Sean for a few remarks.聽聽

- Thank you so much, Paul. My name is Sean聽 Egan. I'm the director of Transportation聽聽
[274]
for the City of Durham. The City is responsible聽 for the Go Durham bus and paratransit service.聽聽
[280]
And we also coordinate regional and intercity聽 bus offerings that operate out of Durham Station.聽聽
[286]
Combined all of these services offer 15,000聽 boardings a day at Durham Station. And we want to聽聽
[294]
provide a high quality experience for our聽 riders at Durham Station, so, we began the聽聽
[299]
planning process for this project by reaching聽 out and engaging with our riders. And asking them聽聽
[305]
how can we improve your experience at Durham聽 Station. What we heard from them was they want聽聽
[310]
better canopy coverage. They want to see more of聽 the canopy area so that they are protected from聽聽
[316]
the elements. We're currently at about 20% coverage. This project takes us to 80%
[321]
coverage. They wanted to see more seating available聽 and more comfortable space while they wait for聽聽
[327]
their buses to arrive. And while they're getting聽 ready to transfer between buses, [they] wanted聽聽
[332]
better customer information on the platform. They聽 wanted to be able to use restrooms on the platform聽聽
[338]
as many of our riders are transferring and聽 have limited time to go into the building聽聽
[343]
for that need. So, we started this project also聽 with an understanding that we wanted to grow聽聽
[349]
our system in our service. We want to add聽 frequency. We want to provide better connectivity聽聽
[356]
for our service. And so we are聽 really at the maximum right now of聽聽
[361]
how much service we can run in and out of Durham聽 Station. So, this project will enable us to expand聽聽
[366]
that capacity. Run more frequent services, and聽 provide better connectivity to destinations聽聽
[372]
across Durham. We're focused on this need and聽 the needs of these riders because we know that聽聽
[380]
investments in public transportation have a strong聽 equity benefit. Over 80% of our riders are people聽聽
[388]
of color. Over 70% have incomes below 25,000聽 dollars a year. And as Administrator Kincaid said,聽聽
[395]
two-thirds live in a zero-car household so聽 transit is their transportation. So, as we聽聽
[401]
look at this investment, we're so grateful to聽 our federal partners at the U.S. Department聽聽
[406]
of Transportation, Federal Transit Administration聽 and also to U.S. Representative David Price whose聽聽
[412]
letter of support for this project was a key part聽 of our application to the FTA last year. So, we're聽聽
[421]
getting ready right now to finalize the design of聽 this project. And then looking at construction,聽
[427]
we'll be continuing to engage our riders and our聽 community throughout that design process, to make聽聽
[433]
sure that what we bring forward fully reflects,聽 the best of what we can provide, to meet the needs聽聽
[440]
of our riders, and our community. And with聽 that I'm happy to answer any questions.

little bit about the timeline for this project聽 and when we can expect to see it in service.

- So, we'll be undertaking the design of this聽 over the next year and we really want to make聽聽
[475]
sure with our community that the concepts that聽 we've developed to date really hit the mark.聽聽
[481]
But assuming that we get that validation, that聽 we hear from the community, that everything that聽聽
[487]
we've brought forward in the concepts is on the聽 mark, then, we could start construction in 2023.聽聽
[495]
And then look at potentially completing聽 construction by the end of 2024.聽聽
[500]
So, we want to move quickly. Our riders聽 have told us they want more improvements聽聽
[504]
more quickly and we aim to deliver聽 this project to address that need.

- That's great. Kylie Marsh asks how long will聽 construction take for the new bus lanes and聽聽
[514]
the canopies but she also wants to know what the聽 environmental impact of that construction will be?
[519]
- So, we think that this is going to have a聽 really strong beneficial environmental impact聽聽
[526]
as we talked about. This project will provide聽 charging equipment for our battery electric buses;聽聽
[534]
two of which are in service. We have six more on聽 order. And we're looking to transition our fleet聽聽
[539]
away from fossil fuels into battery electric.聽 And the charging stations that will be part of聽聽
[544]
this project enable that transition. We're also聽 adding solar panels on the canopies to try to聽聽
[551]
collect as much power from renewable sources聽 as possible. And even to have a net positive聽聽
[559]
impact; collecting more power from our solar聽 panels than we use to run our facility. So,聽聽
[565]
the overall environmental impact of this,聽 we're really, doubling down. We're taking聽聽
[571]
a sustainable mode of transportation which is聽 our bus transit service. And then we're adding聽聽
[577]
battery emissions... battery electric buses,聽 there are zero emissions and we're also adding聽聽
[582]
renewable energy to this. So, the net聽 environmental benefit should be very positive.

- And Sean while you're spotlighted, I know聽 you talked about it a second ago but can you聽聽
[593]
address kind of the timeline of of when you聽 expect the canopies and lands to be open?
[597]
- So, we'd like to start construction in聽 2023 and complete construction in 2024.聽聽
[604]
We know that that's an ambitious schedule but as聽 I said our riders have told us time and again that聽聽
[610]
they want their improvements delivered quickly.聽 And so we'll be making every effort to do that.

- Great. Leoneda Inge asks if Durham Station聽 will keep its look designed by the former聽聽
[622]
Freelon architect? And also wanted to know聽 if the renovation of Durham Station has聽聽
[626]
anything to do with the large number of apartment聽 buildings that have popped up around the station?
[631]
- The building at the Durham Station聽 transportation center was designed by聽聽
[636]
Philip Freelon; he is a Durham treasure. And we聽 celebrate his legacy with that building so there聽聽
[645]
will be no changes to the building itself. But聽 we are looking at all of the exterior spaces.聽聽
[651]
How can we reconfigure that space make the聽 best use of that to address pedestrian safety,聽聽
[657]
to address expansion and to make this a welcoming聽 open and inclusive space. All of the exterior聽聽
[665]
spaces. So that many folks are visiting Durham聽 from as far as Washington DC or Atlanta, Georgia聽聽
[672]
and they're riding inter-city buses in. And聽 Durham Station is the first place that they聽聽
[677]
see in the city of Durham. And we want that to聽 be an open, welcoming, inclusive experience for our聽聽
[684]
folks coming to visit us as well as the folks聽 who live here and use our services every day.

- So, we are so excited and so grateful for the聽 support and partnership of the federal government.聽聽

And we think that this is going to be a project聽 that you're incredibly proud of. We're going to聽聽

make our community proud and really focus our聽 investment in residents in communities that聽聽
[753]
have too often been excluded from the benefits聽 of transportation investments. Particularly from聽聽
[758]
the federal government and that's something聽 that we're is top of mind for us; making聽聽
[762]
sure that this investment really addresses those聽 justice for communities that have too often been聽聽
[769]
either underserved or harmed by transportation聽 investments and that's the focus of our effort; is聽聽
[774]
intentionally benefiting those communities聽 with these projects. So, we're very excited聽聽
[778]
to be moving this forward. And聽 very grateful for the support
