i'm great listen we want to talk about

what peter just talked about about crime

and the back and forth on all of that

but

i want to talk about the legislation
[16]
that's coming up and that is
[19]
this week there was a lot of back and
[20]
forth about
[22]
whether president biden was going to
[24]
sign a bipartisan infrastructure bill
[27]
if it didn't wasn't tied to a
[29]
reconciliation bill much bigger down the
[31]
road
[32]
there's now word that moderate democrats
[35]
are saying that maybe that
[36]
reconciliation bill can go forward but
[38]
can only be one trillion dollars or less
[41]
is that true well i don't know what the
[44]
size of the reconciliation bill will be
[46]
first of all uh brett there was never a
[49]
doubt in my mind that
[50]
that president biden didn't support the
[52]
bipartisan
[54]
infrastructure we'll call it traditional
[55]
infrastructure roads bridges
[57]
water and all the different things that
[58]
we have done this is the greatest
[60]
largest bill that we've ever done in
[63]
infrastructure in history united states
[65]
it has something for everybody and every
[68]
state needs so much help in this and
[70]
my state has one of the worst bridges
[72]
bridge situations in the country and
[74]
we desperately need them we need roads
[76]
repaired we need roads built
[77]
so it's good for everybody so with that

i never doubted that he would not
[81]
support it
[82]
he made a mistake when he spoke he
[84]
corrected that mistake
[86]
and we're moving forward and he's out
[88]
now not only
[89]
did he correct his mistake he's out now
[92]
supporting it and going full
[93]
full blast so i appreciate it saying

that he's going to go
[98]
he wants the bipartisan bill of course
[99]
but he's also saying he wants to sign
[102]
a bigger reconciliation bill this is
[104]
what nancy pelosi has said about all of
[106]
this

let me be really clear on this we will

not

take up a bill in the house
[117]
until the senate passes the bipartisan
[120]
bill

and an emphasis and a reconciliation
[124]
bill

that seems pretty clear from the speaker

of the house

for for you what does a reconciliation

bill have to look like

and are you alone in what you're
[136]
thinking about it

well brett i don't know about i've been

alone for a long time it seems like here

recently but what i will say is this

reconciliation i i am i

understand we'll probably have to go to
[151]
reconciliation because
[153]
uh i did not vote for the 2017 tax
[156]
the tax bill that president trump put
[158]
forward i had worked for a long time in
[161]
a bipartisan way with my republican
[162]
colleagues and friends
[164]
and democrats and we thought we had a
[165]
good bipartisan bill
[167]
for tax overhaul but at the end they
[170]
went to reconciliation and no democrats
[172]
were there
[172]
and i thought it was weighted uh too uh
[175]
too much to the
[176]
to the high-end earners if you will with
[178]
that um
[179]
i'm i'm agreeable to making adjustments
[182]
to the tax code which i think will be
[184]
fair and competitive i use the word
[187]
competitive
[188]
brett because we are in a global market
[190]
we're in a world global market here that
[192]
we have to compete
[194]
and with that you can't go just though
[196]
caution to the win
[197]
so what we're going to do is look at all
[199]
the rates that we think can be adjusted
[201]
and a competitive rate let's see how
[203]
much money that would spin off
[205]
and then based on what money we have to
[207]
spend our priorities on what we should
[209]
do
[210]
and then what we call a human
[212]
infrastructure bill
[213]
also brett i i remind everybody that we
[216]
put out close to six trillion dollars
[218]
in money in so many various ways
[221]
education
[222]
helping people medicaid assistance
[224]
extensions
[225]
of food programs we're doing an awful
[227]
lot we have done an awful lot
[228]
so all that should be taken into
[230]
consideration also what's been
[232]
accomplished but
[233]
with that we have 28.5 trillion dollars

of debt and i've said this before we are
[240]
writing checks our ca
[242]
our children could never cash and we're
[244]
putting let me try this

a different way if the reconciliation
[249]
bill they're envisioning
[250]
on the progressive side is four to six
[254]
trillion you're not going with that i
[256]
don't think i could ever get there to
[258]
that i don't think that we
[260]
i don't not unless we just throw caution
[262]
to the wind on the tax code and could
[264]
care less
[264]
are we competing in a global market and
[267]
are we being fair
[268]
uh that you just throw that out the
[271]
window

that seems to me this uh totally out of
[274]
the ballpark
[275]
you've always said here on this show

other shows that

uh you're you're against changing the
[281]
filibuster rules

but there is nuance there because
[284]
previous nuclear options have been
[286]
changed by

by changing the senate precedent um

not the rules so so are you for lowering

the lowering the threshold at all

from 60 votes to 55 votes we're changing

that in any way

brett i haven't changed at all on that
[302]
i've been at 60 votes i think basically
[304]
users change the attitudes of people and
[306]
we should be working together
[308]
there if the with the democrats are in
[311]
minority
[312]
and the republicans the majority we
[314]
should be able to find
[315]
10 at least 10 reasonable if it's a 50
[317]
50. and if they had 54 or 55 then you
[320]
only need five
[321]
to get to 16. so the bottom line is is
[324]
the filibuster is there so the minority
[327]
has input
[328]
i've been in the minority and i've been
[330]
in the majority and i can tell you when
[332]
you're in a minority
[333]
you'd like to have input if it was going
[335]
to be a 51 vote threshold basically just
[338]
a simple majority then i would have ran
[340]
for the house i wouldn't run for the
[342]
senate the senate is different
[344]
we have a different role to play and
[345]
basically we're called the most
[347]
deliberate body
[348]
for a reason we do deliberate we don't
[350]
expect anything
[351]
to come from the house that's going to
[353]
be in a bipartisan manner brett

we know it's going to be hot as a
[357]
firecracker we've got to cool that thing

off

well if we're no different the house

it'll come hot

come in hot and it'll go out hot that's

not what americans and christians

kiersten cinema from arizona has said

something similar and i think there are

people who maybe haven't spoken out uh

who may feel the way that you do

just privately seeing that there are a

lot of people

republicans i talked to say what would

it take for joe manchin to switch

parties

well if a party if if switching a party

whether you have a d

by your name an r by your name changes

who you are as a person

then you're in the wrong profession and

it's all about you and not about

the oath you take to the office the oath

to the constitution

to protect and defend that shouldn't be

a party affiliation that should be all

of us

i i've always said this brett i'm

fiscally responsible and socially

compassionate

i guess you can put me anywhere you want

but having the d

or an r by my name or changing and going

from one to another

i've never considered that i believe in

the democratic principles

that i grew up with and how i was raised

and i believe to respect

every one of my republican friends

because they

have they have a commitment and i

respect that and we sit down

and we talk we find out once we do we

agree on

the problem if the problem is something

that we can all agree on
[442]
then you can find a solution the hard
[444]
part today

is we can't even get agreement on the
[447]
facts anymore everybody brings their own

set of facts

to the table i said you're entitled to
[452]
your opinion

just don't bring your own set of facts

to support your opinion

in light of this is the pushback to that

they say

president biden didn't didn't win a
[462]
single county in west virginia
[464]
and you feel more allegiance if you're
[466]
getting pushed from democrats to do
[468]
something to the people of west virginia
[472]
or to the democratic party

well i'm here because of west virginia

i'm here because of every person in west
[481]
virginia
[482]
i love my state as much as anything in
[485]
the world
[486]
not quite as much as my family but not
[488]
far behind but
[489]
i i would do anything for my state of
[491]
west virginia it's been so good to me
[493]
the opportunities i've had a chance to
[495]
serve as governor for two terms
[497]
secretary of state before that house of
[499]
delegates state senate
[500]
i know this process very well these are
[502]
good people
[503]
and the bottom line is they have changed
[505]
i've told the democratic party
[507]
uh what had happened to people like west
[509]
virginians or people that come from
[511]
rural areas
[512]
that they right all of a sudden find
[514]
themselves not good enough
[517]
not clean enough not green enough and
[519]
not smart enough
[520]
well i'm sorry this is the same good
[522]
west virginians and independents and
[524]
republicans
[524]
that we've always been they just started
[526]
voting differently
[528]
for that reason but and they still send
[530]
me back to represent them and i do the
[532]
best that i possibly can
[534]
i know they don't know me as the
[536]
democrat joe the democrat
[537]
they know me as joe well you've been
[540]
successful as a democrat west virginia
[542]
last thing quickly will congress ever

care about the national debt again
[547]
and when you know brett i'm concerned
[549]
about this i don't see either side
[551]
i don't see either side i'll be honest
[552]
with you they all talk a good game
[554]
but there's no one no one truly
[557]
concerned about all the trust funds we
[559]
have the highway trust
[560]
all the different things medicare
[562]
medicaid you have social security
[564]
what are we doing are we at least
[566]
setting down and thinking
[567]
how are we able to basically continue
[570]
these programs that are so desperately
[572]
needed but also making sure
[575]
live with it we live within our means we
[577]
had a balanced budget amendment in west
[578]
virginia
[579]
most states have a balanced budget
[580]
amendment as governor i said
[582]
every week and then when the crash
[584]
happened in two eight and two nine
[586]
it was every day making adjustments so
[588]
we can live within our means
[590]
and when you get outside of your means
[592]
and you get my my grandfather would
[594]
always tell me
[595]
brett he said joe uncontrolled debt
[598]
unmanaged debt will make cowards out of
[599]
the decisions you'll make
[601]
you'll make cowardly decisions and we
[603]
are making cowardly decisions
[605]
because we will not face the truth of
[607]
basically a
[608]
situation that we have with unimaginable
[611]
debt

debt 28.5 trade hey brett

4 billion every day like clockwork i get

a wake-up call every morning
[620]
4 billion every day it increases yeah
[622]
and if interest rates go up one point we
[624]
pay more on the national
[625]
good the interest rates on more than we
[628]
pay for the pentagon
